Stayed there two weeks ago. Part of the Mayan Palace complex. It has a great beach. As a timeshare, it rates as 5 on a 10 point scale. You do have access to Mayan Palace restaurants.

RCI says limited kitchen - believe it. Undercounter fridge and two burner hotplate for cooking, also mini microwave. Worst part was terribly hard bed. RCI rates it as 5/4, really only suitable for two adults. Extra beds are pull out foam mattress on floor in living room. We had the extra bonus of being in unit that had only half of furniture in it. Instead of a balcony, there are two sliding doors in the living room with a railing about one foot outside of that. Not ideal for sitting outside and enjoying the fabulous weather down there..

Bus and cab are right outside at corner. $3 cab ride to Paradise Village mall with decent supermarket and several restaurants. Can take the bus back for 4 pesos. 10 peso bus ride ($10 to $15 cab ride) to Wal-Mart or Puerto Vallarta for grocery shopping, sightseeing and restaurants. Only a few places to board return bus in PV.

If you are happy stayiing in a mediocre place and eating at on site restaurants, the Sea Garden is for you. Even then, RCI has had some $43 a night stuff at the Mayan Palace in NV which is a little nicer than the Sea Garden. If you like getting out and about, then a place in Puerto Vallarta or in the main part of Nuevo Vallarta would be a better place to stay.
