Absolutely 100% yes you can.
I just spent 2 weeks at the NV Mayan Palace and did not get the slightest bit sick. I drank the water and used their ice too.

The water in Puerto Vallarta and Nuevo Vallarta is excellent, you wont have a problem, if you want to stay a 100% secure just drink bottled water, you will find almost every brand.
