If you are staying near Old Town there are plenty of good places to eat. Some of them are inexpensive, some are moderate and some are pricey. Most have a menu posted outside for you to evaluate where you want to eat. Example: The taco stand on Aquiles Serdan is good cheap lunch, Brasil is a meat eaters paradise. The places on the Malecon are good too but the prices are a bit higher.

As for the tours, there is a guy on Los Muertos beach, Jose Louis. He wears a red CN hat. There is also PT who can be found through this BB who would be able to get you set up on tours. It your choice but I suggest waiting until you get there to check out the different options. There are no shortage of them either.

You cannot avoid having fun in PV. There are only hassles if you let them arise.
