Gas Prices and Cell phone usage

Hi. This will be my second vacation in PV.
Just a curious question about gas prices in PV. How can we compare them to prices in Canada. Are they sold in liters or gallons?
Not that I would ever think about driving in Pv.
Also, is there any advantage in using our cellphone in PV. We are a Rogers suscriber in Winnipeg, Mb Canada.
Will be in PV from March 10 to 24
