NO, you are not supposed to bring stuff like that home. Do you want to be responsible for bringing a disease or plant virus home that our native species have no natural immunity for or natural predators that will eat any bugs or eggs that might be hibernating or invisible to the naked eye.
If you go to a respectable garden centre you can purchase seeds there if they are in a package that clearly states they are legal for export.
Purple loosestrife was one of those plants that has invaded our country because someone thought oh gee, pretty plant I think Ill bring some of that home.
Dont do it. And thats my opinion, as a landscape technician.
