Cell Phones

I have just recently come back (new user name) this forum (great forum) as it has been 2-3 years since last trip to PV. Will be heading down in a month. Has the price of phone calls come down? Are Canadians able to use their cell phones there? If so what are the fees? Are there better alternatives? Has anyone had success using Skype?

Also, Where can one find the best exchange rates?

We used to do roaming but the fees are really expensive. Now we use Telcel Amiga. And MagicJack.

I would presume that you can find Telcel Amiga and Magicjack most anywhere? I also presume these are phone cards rather than actual cell phones?
