I am a little confused over this post??
You have posted it on several other boards as well, and you have lived in Mexico for years. So why now are you asking how Americans living in Mexico file their taxes without returning to the states? Maybe you could clearify your question. You should have more information how to do it than the majority of the people who post here given the length of time you have resided in Mexico.

he wants to declare his statement

Again, I am confused. All the infor;mation you share with various boards that you have found on internet this one is pretty easy to figure out.
I did a search for United States Government IRS and came up with all kinds of information on how to file if you are living outside of the country.
There is tons of information there including publications you can order, etc. Take a look I am sure you will find the information you are looking for.
